Mescyt destaca en cumbre avances de RD en la IA

Resalta labor del Gobierno Dominicano en la implementación de la Estrategia Nacional de IA

The Minister of Higher Education, Science and Technology (Mescyt), Franklin García Fermín participated in the Latin American and Caribbean Ministerial Summit on Artificial Intelligence, held in Cartagena, Colombia, with the aim of defining a joint position on the development, use and challenges posed by Artificial Intelligence in the region.

The event held on August 8 and 9 was attended by nearly 300 people, including 22 ministers, 9 regional authorities, deputy ministers, directors and leaders of entities from 18 countries, who worked on 3 main pillars, AI Ecosystems, AI Education, AI Governance.

During the opening of the Summit by the President of Colombia, Gustavo Francisco Petro Urrego and the Minister of Information and Communication Technology of that country, Oscar Mauricio Lizcano Arango, Minister Franklin García Fermín stated that the National Artificial Intelligence Strategy, contemplated in Decree 498-23, launched by President Luis Abinader on October 23, 2023, made the Dominican Republic the first country in the region to have this type of strategy.

«Mescyt is part of the AI Strategy, in the field of public policies of digital transformation and innovation that impact all social, economic and educational areas of the country, such as the single academic record, the new programs and educational designs of digital competencies in the field of the 4.0 revolution, in which the 57 Dominican higher education institutions have been getting involved,» highlighted the holder.

García Fermín also highlighted the signing of the first agreement with the Government Office of Information and Communication Technologies (OGTIC), in alliance with the Universidad del Caribe (Unicaribe), to provide scholarships to public servants in the master’s degree in Applied Artificial Intelligence, which has the double of the Instituto Tecnológico de Monterrey, a doctoral program on Artificial Intelligence Applied to Business Productivity, promoted by the Universidad Dominicana (O&M) and the master’s degree in Artificial Intelligence of the Universidad del Caribe.

The Dominican Minister added that 20 research projects funded by FONDOCYT were approved at Mescyt, ranging from Agriculture 4.0 (which involves the use of technologies focused on the digitalization of agricultural processes) and the use of artificial intelligence to increase food safety and improve production, as well as in the areas of health and education, all with an investment of over $120 million pesos, equivalent to U$ 2 million dollars.

The Latin American and Caribbean Ministerial Summit for Artificial Intelligence (AI) is a forum to be held in Cartagena (Colombia). In an environment increasingly permeated by technology, AI has become an essential player that promises to boost productivity and efficiency, but also poses ethical and social challenges, from data privacy to the impact on employment.

To analyze these challenges, opportunities and challenges, this event brings together ministers, legislators, technology experts and industry leaders in AI from Latin America and the Caribbean, who are involved in the development of public policies and with whom strategies for implementing this technology will be explored.

At the end of the event, the participants drew up a roadmap for the use, application and governance of Artificial Intelligence in Latin America, focusing the vision on an ethical framework and at the service of the human being, through the joint declaration

The Dominican delegation was headed by the head of Mescyt, accompanied by Andrés Merejo, director of promotion and dissemination of science and technology, Bartolomé Pujals, director of OGTIC and Víctor Hernández, general director of technology of the Minerd, representing Minister Ángel Hernández.
